Kathleen Cecil is the Executive Director of Springhill Pooled Accounts Trust and Springhill Housing Corporation. Kathleen is a dynamic, results-oriented executive with a record of accomplishments and demonstrated success in driving strategy, developing relationships, managing change, and implementing process improvements.

With proven strengths in managing business initiatives, Kathleen excels at implementing improvements to increase efficiency, boost operational performance, guide strategic direction, and drive bottom-line results. Kathleen’s areas of specialization include strategic planning, program development, operations, financial management, relationship management, and community relations. She holds a Bachelor of Science Degree with a major in Human Resource Development (with a double minor in Adult Education and Labor Relations) from Oakland University, where she graduated Cum Laude with University and Departmental Honors. Kathleen is dedicated to building community partnerships and collaborating with local government agencies and community organizations to establish a resource base to support the clients and families she serves.
